KRM was first engaged by the Jay County Public Library to prepare
a feasibility study that would evaluate the needs of this county
wide library. Through this study, KRM prepared programming, demographic
information, and recommendations to the public library. As part
of this study, KRM evaluated the existing building as it related
to the program and A.D.A. In addition, the library evaluated an
existing building for possible reuse, as well as new sites for the
construction of a new facility.
In the end, the library elected to construct an all new, one story
building on a site on the fringe of the downtown area. This was
primarily due to the multi-floor levels of the existing Carnegie
building, which had been added on to. The architectural style is
historical to blend with the community. The interior is designed
to be open and easily supervisable from one position, so that the
staff can vary in size depending in the use and funding for staff.
